Make sure you have rooted your handset and have Root Explorer or any file browser installed. As Note 3 have two camera lens, you have to edit two files.
For the front facing camera, go to /system/media/audio/ui/ and rename below files to any name you want.
The files are Camera_click.ogg, Camera_click_short.ogg, camera_focus.ogg, shutter.ogg and shutter_multiple.ogg. When you do need the shutter sound back, change the name back or replace them with any file you wish.
For the rear facing camera, you need to make changes to an apk file. Open Root Explorer and go to /system/app and transfer SamsungCamera2.apk to your computer. Then open it with WinRAR (or add .zip extension to the file name) and go to /res/raw folder, you can find many .ogg files which contain the word focus, click and shutter. Create some text files and change them to the names you find in the /res/raw folder and replace them (you can delete those files and drag the files you creat to the WinRAR). Exit WinRAR after replacing all those files. It will save those changes automatically.
Then transfer SamsungCamera2.apk back to your handset and replace the original file (always remember to backup) and reboot your handset. Now try to take some new photos and you will find the shutter sound is gone.
